IBM Licenses Chips to 2 Firms: International Business Machines Corp., trying to make its computer chips more widely available, announced licensing deals with computer companies in Europe and the United States. IBM said Intel Corp., the leading chip maker, will make IBM-developed video graphics chips. Also, France’s Thomson will manufacture reduced instruction set computing chips and develop workstations based on the IBM Power PC.
