BUILDING A COUNTY: Local residents who view “The Drawings of Richard Neutra: A Centennial Exhibition†at UCLA next month (F1) might not realize the great architect was busy in Orange County too. . . . Neutra, who died in 1970, is responsible for several major buildings here. Among them: the Orange County Courthouse, the Speech Arts Building plus others at Orange Coast College, and the Tower of Hope, the original centerpiece of what is now the Crystal Cathedral complex in Garden Grove.
