Congressman to Retire

WASHINGTON — Rep. Frank J. Guarini (D-N.J.) said Monday he will leave the House at the end of this term, after 14 years in office. Guarini, 67, said it was simply “time to go home and time to resume my private life.†He is a lawyer.
