The Senate approved a foreign aid bill without the Israeli loan guarantees opposed by the Bush Administration. Acknowledging its inability to overcome President Bush’s veto threat if it insisted on putting the guarantees in the bill, the Senate had to be content with a separate, largely symbolic resolution of support for them. The White House announced later that Bush signed the bill into law. Israel had asked for $10 billion in guarantees to help in resettling of Jews from the former Soviet Union.
