World IN BRIEF : AZERBAIJAN : Leader Rejects U.N. Troops in Karabakh

From Times Staff and Wire Reports

Azerbaijan rejected the idea of U.N. peacekeeping troops in the embattled region of Nagorno-Karabakh, hours before U.N. envoy Cyrus R. Vance was to arrive for a mediation mission. “We do not favor the dispatch of a U.N. force.
