STILL GROWING: A federal courthouse in Santa Ana may double in size before it’s even built. It was to be 300,000 square feet at a cost of $80 million. It’s now envisioned at nearly double that, says Roger Kooi, the city’s downtown development manager. “They’re trying to build it so it takes care of their needs into the next century.” The proposed 1992-93 federal budget includes $3.65 million for the courthouse design work.
