PANORAMA CITY : Berman Criticizes Bush on Soviet Aid

Rep. Howard L. Berman (D-Panorama City) ripped President Bush’s failure to provide more foreign aid to the former Soviet Union this week as “nothing less than criminal neglect of the United States’ foreign policy and national security objectives.”
Berman, chairman of the House Foreign Affairs subcommittee on international operations, said on the House floor that U. S. aid thus far was “grandstanding ploys which pay lip service to the importance of the task” and will “be known as ‘the Grand Failure’ of the modern era.”
The Administration’s support has been primarily $3.75 billion in commercial credits to buy American grain and a single airlift of medical supplies and enough leftover Persian Gulf War rations to feed Moscow for a day.
