Ghana Drafting Plans for Return to Civilian Rule

ACCRA, Ghana — Ghana’s 11-year-old provisional government has set out the timetable for a return to civilian rule by Jan. 7, 1993.
In a radio and television broadcast Thursday night, head of state Jerry Rawlings said the process would start April 28 with a referendum on a new constitution.
Rawlings, 44, who has chaired the Provisional Defense Council (PNDC) since taking power in a 1981 coup, set presidential elections for Nov. 3 and parliamentary polls for Dec. 8.
Rawlings, an air force flight lieutenant, has not said he will run for president but most Ghanaians and foreign diplomats believe he will.
