Canada Jobless Rate 10.3%

OTTAWA, Canada — Canada’s unemployment rate stayed at 10.3% in December for the third consecutive month, the government said Friday.
The average jobless rate for the full year was also 10.3%, up from 8.1% in 1990, the federal reporting agency Statistics Canada said.
