Earl W. Kintner, 79, the former chairman of the Federal Trade Commission. During his tenure as chairman from 1959 to 1961, Kintner revitalized the agency, making it an aggressive defender of consumer interests by taking actions to halt false advertising of foods, drugs, cosmetics and therapeutic devices. In 1960, the FTC issued a record 560 complaints, 410 orders involving monopolistic practices and 359 complaints against deceptive practices. Born on an Indiana farm, Kintner graduated from DePauw University and received a law degree from Indiana University. He joined the Navy in 1944 and served on the U.N. War Crimes Commission in London as deputy U.S. commissioner from 1945 until 1948. On his discharge from the Navy in 1948, he joined the FTC and was named general counsel in 1953. In Washington on Saturday of congestive heart failure.
