World IN BRIEF : SOUTH AFRICA : Interim Government Could Rule 5 Years

President F. W. de Klerk envisions an interim government ruling at least five years, a South African newspaper said after he and black leaders ended their first talks on dismantling apartheid. The African National Congress, the main negotiator with the government in the talks to usher in a multiracial democracy, wants an interim leadership in power no longer than 18 months. De Klerk has said he is ready to negotiate the formation of an interim government to lead the country to democracy. The leadership would include a multiracial parliament to replace the current one, which excludes blacks.
