Gov. Wilson’s Welfare Reforms

It has been said that the rising cost of the state welfare program is due in large part to new recipients, laziness and fraud. To bring welfare spending under control, one solution proposed is the governor’s reform plan to cut all benefits by 10%. Reforms are needed, but is it fair to punish the elderly, homeless and truly needy for those who knowingly abuse the system?
