OFFICIAL CRY: Laguna Hills and Lake Forest will officially become cities in elaborate ceremonies today (B1). Saddleback Memorial Medical Center has its clock set for the occasion. The first baby born in Laguna Hills after 10 a.m. will receive a plaque from the city Activities Committee. . . . The parents won’t be left out. There will be gifts from the Holiday Inn of Laguna Hills: room, dinner and champagne.
