Businesses Plan More Capital Spending: Recession-weary businesses, after cutting plant and equipment spending in 1991 for the first time in five years, plan to boost investments 5.4% next year, the Commerce Department reports. According to a government survey in October and November, businesses plan to spend $558.6 billion, which would be a record, for expansion and modernization in 1992, up from $530.0 billion projected for this year.
