World IN BRIEF : KENYA : Leader Recommends Multi-Party System

President Daniel Arap Moi, bowing to international and domestic pressure, recommended that Kenya switch from a one-party state to a multi-party system, diplomats and government officials said. Moi is accused by critics at home and abroad of running an authoritarian regime. The World Bank recently cut off all new aid to Kenya for six months and told the East African ruler to make progress on reforms.
