KEEPING GUARD: Opponents of a sales tax for Orange County jails won their battle at the polls last May, but they still need to retire a $9,000 campaign debt. Come next week, the Taxpayers Against J organization will hold a $100-a-head fund-raiser for past and possibly even future campaigns. . . . “We hope that we’ll be able to raise a little extra,” says co-chairman Bob Zemel. “We still plan on being a watchdog organization.”
