Baldwin Park : Inspection Plan Rejected

A proposal to begin aggressive residential code inspection was defeated on a 3-2 City Council vote Wednesday.
The council decided instead to go ahead with a limited program, with one code enforcement officer supported by a volunteer staff.
Council members Julia S. McNeill and Bobbie Izell had favored establishing a program of periodic inspection of rental units for health and safety problems, but Councilman Herschel Keyser and Mayor Bette L. Lowes said such inspections would amount to harassment of residents.
Councilman Martin Gallegos, who originally supported the inspection program, sided with Keyser and Lowes on Wednesday, saying he changed his mind when he learned the program would not pay for itself.
