Bush to Nominate Californian, 3 Others for Judgeships

SAN FRANCISCO — President Bush will nominate four new federal judges for California, Virginia, Texas and Oklahoma, the White House said this week.
Carlos Bea, a Superior Court judge for San Francisco city and county, will be nominated to take a new position as a U.S. district judge for Northern California. Bea, 57, a native of Spain, is a graduate of Stanford Law School.
Also nominated are: Robert E. Payne, 50, a Richmond, Va., lawyer who would become a district judge for the Eastern District of Virginia; Ewing Werlein Jr., 55, a Houston lawyer who would be elevated to a new federal judgeship for the Southern District of Texas; and Timothy D. Leonard, 51, the U.S. attorney in Oklahoma City, who would succeed Layn R. Phillips on the federal district bench there.
