MOSCOW — Israel, which last week renewed diplomatic relations with the Soviet Union severed during the 1967 Middle East War, on Thursday formally reopened its embassy in Moscow.

“We took this down 24 years and four months ago. Now we are returning it to its proper place,” he said.
