More Economic Reforms Planned: Top Communist Party leaders announced that China would pursue more economic reforms, an apparent victory over hard-liners who argued for greater state controls after the collapse of communism in the Soviet Union. The party’s central committee concluded a four-day meeting Friday on how to improve large and medium-sized state-owned enterprises, the official Xinhua news agency reported. State industries are supposed to be the linchpin of China’s economy. They employ nearly all the urban work force and provide 80% of government income. But nearly 40% are operating at a loss, despite hundreds of billions of yuan a year in government cash infusions.
