Canada, still smarting from the steroid scandal involving Ben Johnson, announced that athletes using performance-enhancing drugs will be banned from competition for four years.
The policy, which goes into effect at year’s end, toughens the current two-year ban forfirst-time offenders and also includes a lifetime ban for a second offense.
