NATION IN BRIEF : MASSACHUSETTS : Key Heroin Dealer Arrested in Sting

A major heroin trafficker was arrested along with three of his top lieutenants after an eight-month sting operation inside a federal prison in Springfield, Mass., authorities said. Rafael Santana, 66, of New York, supervised negotiations to buy heroin worth $100 million on the streets while incarcerated at a medium-security federal prison in Petersburg, Va., federal agents said. The U.S. Drug Enforcement Administration in Boston said that the drugs were offered by government agents and an inmate informant while authorities taped conversations with drug traffickers on the outside. Authorities said they had arrested Francis Fuentes, 61; Floyd Robert Henry, 31, and Uneria Capers, 27, all in connection with the sting. They were arraigned in U.S. District Court for conspiracy to distribute heroin. Authorities said that they were seeking to bring the same charge against Santana and his wife, Lillian, 62, who also was arrested.
