Nation IN BRIEF : NEW YORK : Policemen Indicted in ‘Reign of Terror’

The fired police chief of Rochester, N.Y., and five vice squad officers were indicted in an alleged reign of terror in which suspects were choked, kicked, thrown down stairs and threatened with live electrical wires and a fellow officer was run over with a car. The alleged civil rights violations were reported after Chief Gordon F. Urlacher was arrested in October on charges of embezzling nearly $300,000 from the police department. He has denied the charges.
