Jobless Benefits

By a vote of 375 to 45, the House sent to President Bush a bill providing additional weeks of jobless benefits to unemployed workers who have exhausted their eligibility under existing law. Depending on the state and the severity of the jobless rate, qualifying individuals could receive up to seven, 13 or 20 weeks of extended benefits in addition to the initial 26 weeks provided by present law. The extension would expire July 4, 1992.

With a projected cost of $5.2 billion and no offsetting tax increases or spending cuts, the legislation (HR 3201) needs an emergency declaration from the President to comply with pay-as-you-go requirements of federal budget law.

Supporter David R. Obey (D-Wis.) said, “This may not be an emergency to the White House, but it certainly is an emergency to every working American who experiences loss of employment.â€

Opponent Dick Armey (R-Tex.) said, “The Democrats’ position on unemployment benefits has little to do with the latest unemployment data and everything to do with the latest polling data.â€

A yes vote was to provide the extended benefits.
