Fixed-Rate Mortgages Go Up: Fixed-rate mortgages averaged 9.64% last week, up from 9.62% the week before, according to a national survey by the Federal Home Loan Mortgage Corp. On one-year adjustable rate mortgages, lenders were asking an average initial rate of 7.22% last week, down from 7.25% the week before.
