Farm Plan to Be on Table at EC Meeting: A plan to overhaul the European farm support system is expected to be attacked when European Community agriculture ministers gather in Brussels today. The plan approved last week by the European Community Commission would make drastic changes in the way EC farmers are paid for crops and other produce. The shifts are designed to curb overproduction and cut expensive subsidies to farmers. The reform proposal could help revitalize the Uruguay Round of world trade talks that fell apart last December. But many EC governments fear the plan will unfairly penalize large, efficient farms.
