Clancy on B-2 Bomber
I want to congratulate you for publishing the excellent column by Clancy. I believe Clancy highlighted why America needs the B-2 and the possible consequences of ending the program prematurely.
As Secretary of the Air Force Donald B. Rice said in a June 7 address to the National Security Forum, “Throughout history, qualitative improvements in hardware have changed the way we conduct warfare--gun powder, rifled gun barrels, internal combustion engines, machine guns, tanks, battleships and, most recently, the airplane. The side that exploited these capabilities quickest enjoyed a decisive advantage. Douhet wrote that victory smiles upon those who anticipate the change in the character of war, not upon those who wait to adapt themselves after the changes occur. We met that challenge in Desert Storm and need to continue to meet it in the future.â€
