John D. Scanlan, former U.S. ambassador to Yugoslavia, has been named to the board of managing directors of ICN Galenika, a new Yugoslav joint-venture company of Costa Mesa-based SPI Pharmaceutical Inc. Scanlan, who will be based in ICN Galenika’s headquarters in Belgrade, was a career diplomat and until last month deputy commandant for international affairs at the Army War College at Carlisle Barracks, Pa. He will join three other members of the board of managing directors--three from SPI and one from Galenika--who will run the new company. He will also be a vice president of ICN Pharmaceuticals Inc., SPI’s parent.
