California Water Service, San Jose, elected C.H. Stump as chairman and Donald L. Houck as president. Stump, who will continue as chief executive, succeeds Ralph D. Lindberg, who retired June 1. Houck, who replaces Stump as president, has served as executive vice president and will continue as the company’s chief operating officer.
