OPEC Ministers May Dodge Output Issue: With the future of Iraq’s exports clouded by United Nations sanctions, OPEC oil ministers meeting in Vienna seem ready to skirt the contentious question of setting new production ceilings. Ministers arriving for their twice-yearly conference starting today suggested that output remain steady until Iraq’s political situation and the outlook for Kuwait’s ravaged oil fields becomes clearer. Indonesian Oil Minister Ginandjar Kartasasmita said the Organization of Petroleum Exporting Countries should not rush to a decision on how much oil to pump late this year, when winter increases demand.
