TRAFFIC WATCH: A new, $140-million high-tech traffic operations control center could be built at the soon-to-be-closed Marine helicopter base in Tustin, says an Orange County Transportation Commission study. . . . Computers would link the California Highway Patrol, state Department of Transportation, county road department and city traffic-information systems into one network to coordinate signals and change electronic signs that warn motorists of tie-ups.
