Graffiti Tax

Has anyone actually read Proposition 2 on the June 4 Los Angeles ballot, the “Graffiti Prevention Tax”? It is not just a tax on aerosol cans and felt tip markers. According to the impartial summary by the chief legislative analyst, it is a tax on any substance or instrument which could be used to draw, spray, paint or mark! This seems to include pens, pencils, ink, paint of all kinds, paint brushes, crayons and even lipstick.

I am certainly opposed to graffiti and would not object to a tax on spray cans and felt markers, but this ordinance appears to use a very broad brush.
