Gov. Wilson on Norplant

Wilson’s plan to make Norplant contraception available to teen-agers and drug users is one of the most farsighted, intelligent proposals made by a political leader in a long time. It will do a lot to reduce welfare dependency, school dropouts and crime by the unwanted and neglected. The anti-contraception forces must not be allowed to defeat this proposal.
