BEACH JAMS: Plan to spend some extra time on the road on your way to Newport and Huntington beaches this summer. . . . Those heading to Newport Beach should use Harbor Boulevard or MacArthur Boulevard in order to avoid the Costa Mesa Freeway extension construction, says a Caltrans spokesman. But beware if you need to use Pacific Coast Highway: It’s undergoing work in Huntington Beach, in north Newport Beach and near the Lido bridge, so “allow some extra time,” he says.
