QUANTUM LEAP: The latest Census Bureau survey of minority-owned businesses shows Hispanics making significant strides in Orange County (D5). The 1987 survey, results of which were released just today, shows the number of Hispanic-owned businesses increased 82% from the previous 1982 survey. . . . “I’m not surprised at the growth, but I was not ready for the huge percentage jump,” says Raul Medrano, director of the Anaheim/Orange County Minority Business Development Center.
