ON THE POTOMAC: Dana Reed, chairman of the Orange County Transportation Commission, was in Washington this week to pitch county freeway projects to federal officials. . . . Insiders say he was also being looked over as a long-shot successor to Transportation Secretary Samuel K. Skinner. . . .
