ON THE POTOMAC: Dana Reed, chairman of the Orange County Transportation Commission, was in Washington this week to pitch county freeway projects to federal officials. . . . Insiders say he was also being looked over as a long-shot successor to Transportation Secretary Samuel K. Skinner. . . . Did Reed meet with Bush Administration officials to talk about the job? “I can neither confirm nor deny” such conversations, Reed replied. “I can’t believe that in a million years it will ever happen. . . .
