NEXT STEP: Voters may have rejected a half-cent sales tax to build a jail (A1), but proponents insist that they will pursue plans to build the facility at Gypsum Canyon. They are counting on a bill by Assemblyman Tom Umberg that would make it easier for the supervisors to condemn the land. . . . Trouble is, the bill is slated to go before the state Senate next month and Umberg won’t be around to lobby. The Army reservist has been ordered to serve three weeks in Virginia, starting Monday.
