* David Percelay has been named a managing partner in Jacobs & Gerber Inc., a Los Angeles-based advertising agency specializing in entertainment marketing. Percelay, a former vice president and station manager of KCBS-TV as well as CBS News vice president, will head a new unit to develop and produce TV programming.
