World IN BRIEF : COLOMBIA : Sites Proposed for Talks With Rebels

One day after 10 soldiers were killed in a rebel ambush in the country’s northeast, Colombian President Cesar Gaviria proposed 16 sites to meet leftist guerrillas and begin long-delayed peace negotiations. The government said it is willing to hold preliminary talks with rebel leaders in Caracas, Venezuela, or in any one of 15 sites inside Colombia. The government and the guerrillas have been arguing since January over the site of preliminary talks before beginning formal peace negotiations.
