The Times displays a sour grapes attitude because two measures that you endorsed failed to pass. You state that “the majority is willing to pay for pressing needs.” Not so. They are willing for others (i.e., property owners) to pay. Tax or charge for 911 phone calls and community college expenses to those that use them and then see how willing they are to pay.
