Mexico Emissary’s Visit Perplexing

Regarding your article describing the Mexican human rights official’s visit (Ventura County Edition, March 8), I am a little confused.
Is it the overly aggressive nature of our local law enforcement officers--or the Immigration and Naturalization Service personnel--that has kept Mexican immigrants from feeling welcome? Is that why their numbers increased only 55% in the recent census? Is it the cruel treatment afforded the newcomer to the U.S.A. that is stifling the attempts to cross our borders from San Diego to Harlingen, Tex.?
How awful that conditions here are so deplorable that a special emissary must be sent by the enlightened, socially progressive sister to the south. Something here is amiss.
