VENTURA : Man Fined for Disposal in River
A 42-year-old Ventura man has been fined more than $2,300 and required to perform 40 hours of community work for dumping concrete and garbage in the Ventura River where it passes through his property.
Howard Bruce Nicholls, who pleaded no contest, was ordered to pay the fine by Municipal Court Judge John J. Hunter. Nicholls will also have to remove the concrete, which has obstructed vegetation and altered the riverbank near California 33 and Canada Larga Road, Deputy Dist. Atty. Linda Groberg said.
The concrete allegedly came from Concrete Express, a corporation near the disposal site. Robert Biorkman, president of the concrete company, has also been charged and is awaiting a jury trial.
