YUGOSLAV Foreign Affairs Minister Budimir Loncar held talks in Belgrade with Kuwait’s exiled junior foreign minister, Sheik Nasser Mohammed al Ahmed al Sabah, in advance of a Nonaligned Movement conference seeking a diplomatic solution to the war. The conference is scheduled for Tuesday in Belgrade. BRITAIN freed four Arabs and ordered a fifth, an Iraqi, released after more than three weeks in prison. They were among 52 Iraqis and other Arabs arrested in a security sweep aimed at averting Gulf War-related terrorism. Civil rights activists have charged that the detentions are unjust.
