Tom L. Dobyns has been appointed senior vice president and manager of First Interstate Bank of California’s North Orange County district. Dobyns, who joined First Interstate in 1981, was most recently statewide segment manager for the business-banking group. He was also general manager of the Taipei office and manager of the Hong Kong branch.
