Poet on Arts Council: President Bush said he intends to nominate Donald Hall, the poet laureate of New Hampshire and an award-winning author, to the National Council on the Arts. The 26-member presidentially appointed council functions as the advisory board for the National Endowment for the Arts. Arts organizations greeted the announcement with enthusiasm after it was made Friday by NEA Chairman John E. Frohnmayer. A graduate of Harvard and Oxford universities, Hall is the author of nine books. His most recent volume, “The One Day,†won the 1988 National Book Critics Circle Award.
