BRITAIN, using a meeting of European Community finance ministers in Brussels as its forum, appealed to other EC countries to help pay the large costs of British efforts in the war. GERMAN Finance Minister Theo Waigel said his country will soon announce more aid involving the allies. He refused to say how much would be provided. Germany has been criticized for not doing more to help the war effort. In GREECE and TURKEY, meanwhile, there were bombings that may be linked to the U.S. role in the war. But there were no injuries.
