The Korean War veterans memorial received another setback when an arts panel called a current design too cumbersome. The Commission of Fine Arts, which oversees development on the Washington Mall, told Cooper-Lecky Architects that the design must be simplified. The latest rejection is part of a controversy surrounding the $14.9-million memorial since the first design was unveiled in the summer of 1989. Some designs have been called too abstract, while another was ridiculed as a “GI Joe battle scene.”
