Shevardnadze is a master of psychology.
His dramatic resignation is forcing the Soviet legislature and the people to recognize the power of the military reactionaries. The resignation will surely force Gorbachev to resist the “boys with the colonel’s epaulets” who are twisting his arm. The resignation was a master stroke.
