Joseph C. Satterthwaite; Former Chief of Foreign Service

Joseph C. Satterthwaite, 90, a former director general of the Foreign Service and assistant secretary of state. Satterthwaite began his diplomatic career in 1924 as a clerk at the U.S. Consulate in Stuttgart, Germany. He later was ambassador to Burma, South Africa and what was then Ceylon. In the late 1950s, he became the first assistant secretary of state for African affairs. He retired in 1965 after four years as ambassador to South Africa. In Washington on Nov. 19 of pneumonia.
