To War or Not to War: ABC said Monday that it is planning a TV debate on the question of whether the United States should go to war against Iraq. The special edition of “Nightline” will be broadcast Dec. 7 at 11:30 p.m., continuing as long as it is deemed necessary, a network spokeswoman said. Ted Koppel will moderate the discussion among current and former government leaders and an audience of about 700 people at George Mason University near Washington, D.C.
